President Donald Trump is promising a $5,000 payment to every adult American if Republicans maintain control of Congress in the November midterm elections, though the proposal would require congressional approval and could cost more than $1 trillion.
Trump announced the proposed “Trump Dividend” Wednesday (September 9), during the Republican Party’s midterm convention in Dallas.
NewsNation reported that Trump said the payment would be available to every adult, with one condition.“So it’s $5,000 to every adult. The only caveat I have is that the dividend that we’re making must be spent in the United States of America,” Trump said at the convention.
Trump did not explain how the payments would be funded or distributed.
The Washington Post reported that the White House had not provided additional details about how the benefit would work.
If the payment went to every adult American, the plan could cost more than $1 trillion. The Post reported that the White House has not explained how it would pay for the proposed dividend.
Vice President JD Vance appeared to narrow Trump’s proposal Thursday (September 10), suggesting wealthier Americans may not receive the payment despite Trump's promise of $5,000 for “every adult,” the Associated Press reported. Vance also suggested tariff revenue could help fund the payments.
Trump presented the payment as part of his pitch to voters ahead of the November elections, tying it to Republican control of both chambers of Congress. He also urged supporters at the convention to vote as if he were personally on the ballot.
In November 2025, Trump said Americans would receive at least $2,000 from tariff revenue, but those payments still have not been distributed 10 months later, ABC News reported. The Trump administration has also returned billions of dollars in tariff revenue to businesses after tariffs were struck down by the Supreme Court.
For now, the $5,000 “Trump Dividend" remains a campaign proposal, not an approved federal benefit, and no eligibility rules, payment dates or funding mechanism have been finalized.
