Rep. Jasmine Crockett presented Congressional Record recognitions honoring Chris Brown and Usher during their concert at AT&T Stadium in Arlington, Texas, on Saturday (September 12).
Crockett, a Texas Democrat, joined Brown onstage alongside Texas state Rep. Venton Jones and music producer RoccStar for the recognition, according to TMZ. Usher, who is touring with Brown, was not onstage at the time.
“I know it's almost Sunday, so I wanna be clear. Weeping may endure for a night, but joy comes in the morning, and right now we are experiencing Black joy to the highest level and I wanted to make sure we document that in the congressional record,” Crockett said. “So let's give it up again for Chris Brown.”
RoccStar posted the video on Instagram, writing, “I had the pleasure of making a powerhouse play between congress and my brother @chrisbrownofficial with such a rare honor!”
He said the recognition was carried out by Crockett and Jones and described Brown and Usher as “two of the most influential musicians ever” whose contributions to R&B will now be documented.
The recognition has drawn criticism on social media, with some pointing to Brown’s history of assault convictions and other allegations of violence. In 2009, Brown pleaded guilty to felony assault after attacking his then-girlfriend, singer Rihanna, and was sentenced to five years of probation, community labor and domestic violence counseling.
Brown has faced additional legal problems since then. In May 2025, he was arrested in the United Kingdom in connection with a 2023 London nightclub altercation involving music producer Abraham Diaw. Brown pleaded guilty in July to affray, admitting to using or threatening unlawful violence, and he is scheduled to be sentenced on October 26, according to Reuters.
The Congressional Record is the official written record of congressional proceedings in the U.S. House and Senate. Crockett’s recognition of Brown and Usher was ceremonial and did not represent a vote by Congress or the passage of legislation.
