The International Organization for Migration warned Monday (September 14) that its Common Humanitarian Pipeline, which delivers emergency relief supplies to humanitarian organizations across Sudan, could run out of shelter, sanitation and household supplies by the end of the month without immediate funding.
“The entire humanitarian system could collapse within weeks if we don’t act now,” IOM Director General Amy Pope said in a statement.
The pipeline has provided assistance to 2.8 million people since July 2023, according to the IOM. The agency needs $15 million to maintain minimum operations for a year and $42 million to expand assistance to as many as 1 million people.
The funding crisis has been compounded by cuts to U.S. foreign aid under President Donald Trump. In February 2025, the BBC reported that nearly 80% of emergency food kitchens in Sudan had closed after the Trump administration froze U.S. humanitarian assistance, affecting an estimated 2 million people.
The U.S. was Sudan’s largest single donor of humanitarian aid in 2024, the BBC reported.
Al Jazeera reported that about 8.6 million people remain internally displaced in Sudan, where ongoing violence, flooding and heavy rains have damaged shelters and forced people to move again.
The funding shortage is also affecting the World Food Programme. WFP received $645 million for its Sudan operations in 2025 but has received $206 million so far this year, Acting Executive Director Carl Skau told Reuters, according to Al Jazeera.
Sudan has been at war since April 2023, when fighting erupted between the Sudanese Armed Forces and the paramilitary Rapid Support Forces. The conflict has displaced millions and fueled a severe hunger and humanitarian crisis.
The IOM warned that without additional funding, its humanitarian supply network could soon be unable to get essential relief to people who need it most.
